In the
nineteen eighties, federal investigators uncovered the rampant public housing
corruption raging at the Passaic New Jersey Public Housing Authority. Paul
Magulilo, Louise Magulio, his wife and Donald Pierri, ran this
corrupt operation. Among the misappropriation of HUD funds was expenditure for
nearly $15,0000 for a cathouse
. During the same period on the west
Coast, civic reformer and legal researcher*** Peter Paul (Verzola) discovered
that Richard Avanzino, then the controversial San Francisco Spca (Society
for the Prevention of Cruelty to Animals)'s president, had illegally received
over 15 times $15,000 or $200,000 of HUD 's Community
Development Block Grant Funds for a donated building that he sought ostensibly
for animal control and the emergent Pit Bull Terrier public safety problem in
San Francisco City &County.
Neil Rosager, the owner of the building,
which was assessed at considerably less than $200,000, couldn't sell the property
to Crispin Garcia, a business partner of Rosario Anaya, so at Avanzino's
behest, he donated that building to Avanzino/ Sfspca to ostensibly assist Avanzino/
Sfspca deal with the animal control and welfare problem in San Francisco.
Avanzino acting as president of the SFspca, then turned around and sold the property
to the city of San Francisco. The person handling the transaction for the city
was none other than Larry Del Carlo, who in his capacity as the administrator
of the HUD Community Development Block Grant funds, then turned around and deeded
that same building to a Rico Real Estate outfit called the Mission Housing
Development Corporation. Larry's father, Joe Del Carlo--also a city
empolyee, conveniently operated that corporation.
Among the other political
flotsam and real estate racketeers involved in this, one of many dirty real estate
racket deals was the Mission Housing Development Corporation and it subsidiaries---Mission
Language Vocational School, Mission Hiring Hall, Mission Economic
Development Association ad nauseum were Rosario Anaya, Juan Pifarre,
Juanita Del Carlo, Larry's mother, and Joe's wife and other public corruptors
in the federal poverty program.
For several years, Richard Avanzino and
his SFspca had the monopoly the annual near million-dollar animal control contract
for the city and county of San Francisco, which covered forty-five square miles.
San Francisco had not yet set up its own municipal animal control facility or
public dog and cat pound. Avanzino liked getting an annual no competition contract,
but refused to fully perform on the municipal contract.
During the early
eighties, Pit Bull Terriers increasingly became a major animal control problem
in San Francisco County. These dangerous dogs were especially popular among blacks,
dope dealers and lesbians who wore army boots .

When
Avanzino was called to pick up these pit bulls when they became a safety problem,
he often refused. Despite growing complaints from fearful blacks and other ethnic
minorities about Avanzino's refusal to perform on the animal control contract,
San Francisco's city administration behaved like they were spayed and neutered.

In desperation, angry and aroused SanFranciscan would
be victims of pit bull mayhem, would call the San Francisco Police to come
out, coral the beasts and remove them from the terrorized neighborhood before
these rampaging dogs would injure or kill other dogs or people

In
the beginning the San Francisco Police tried to perform this extra animal control
function. However, according to SF Police Officer Mark Hurley, the SFPD's
animal control contract overseer, "when the pits tore up the police cars and put
the officer(s) at risk, the SFPD refused to do Avanzino's animal control pit bull
dirty work.
According to Cassie Mathews, the San Francisco Fire
Department's dispatcher, and David Fowler, the San Francisco emergency
disaster consultant," Avanzino also refused to rescue feral and stray cats that
ended up in trees----unless the TV station cameras were around."

In 1993, after several meetings with the FBI in San Francisco and one meeting
with HUD investigators in Washington, Peter Paul (Verzola)was requested
by both federal agencies to do a flow chart illustrating the connections and alleged
corruption in the HUD funded subsidized, public and redevelopment housing sector.
Although dated, that six page 11X 17 ½ document is still relevant
and available for a donation $20.00 post paid to FREE THE SAILOR-a
legal assistance fund inspired by the sexual predations of and HUD corruption
of Juan Pifarre, his fellow poverty pimps,the corrupt politicians and judges who
covered up for him.
