(Bogus) Ambassador Garcia and his corrupt wife.
Since the Antonio P Garcia crime family arrived in the US under the false claim of "political persecution by Philipine dictator El Presidente Ferdinand Marcos, this Garcia Crime family has been able to violate American citizens and legal immigrants human and tenant rights with impunity.
During the 1980's: THE HUD HILTON: was among the Garcia Goon Management's many RICO illegalities. In the early nineteen eighties, Raul Almacen and his wife, a retired attorney and military legal officer, was one of their senior citizen tenants.Raul discovered that the Garcia goons were illegally offering tourists accommodations for $5 to $10 a night in that HUD subsidized project. Or converting the low income senior citizen and military veteran project into HUD HILTON or MOTEL 5
Because of the upscale cars, trucks and SUVs that are parked in the low income housing project, some critics have crisened the Dimasalang/ San Lorenzo as a HUD MOTEL 5.
Since the late nineteen eighties, The managment of the Dimasalang House at 51 Rizal Street in San Francisco, had received nearly a million dollars a year of subsidized rents from HUD's region nine office.
Robert DeMonte, Julian Fitzhugh and Art Agnos were among the HUD poverty pimps that facilitated this illegal deal. If a tourist, came to San Francisco,and didn't want to pay real Hilton, Hyatt House or Sheraton Hotel rates, they contacted Garcia's goons. At the Dimasalang House,they went to a senior citizen's apartment in the three story Dimasalang House/ Apartment Building.
According to Raul Almacen, who witnessed many of these violations,Garcia's goons knocked on a senior citizen's door, then informed the hapless senior citizen-often an elderly woman-- that " he or she had better share his apartment with the tourist, or face eviction,
The tourist(s) paid Garcia from $5-$10 a night-the tenant received threats to keep his or her mouth shut . It isn't known whether or not the tenant had to provide breakfast, dinneR, lunch or a midnight snack for the tourist(s).
Complaints were made to HUD, Robert De Monte, Julian Fitzhugh, L. M. Lewis, Ms. Kathleen Regan and other HUD bureaucrats working at federal region nine at 450 Golden Gate in San Francisco.
When tenant complaints were repeatedly publicly ignored.Attorney Raul Almacen then filed documented complaints in writing to US Department of Housing & Urban Development /HUD Secretaries Jack Kemp and Henry Cisneros**
In 1993, at the request of the senior citizen and military veterans, who were abused, harassed, maced and attacked by Garcia's goons, Peter Paul ( Ver zola) was drafted for a mission to Washington and meetings with HUD officials regarding Garcia and his family of goons.
Garcia had foisted himself off an "exalted personage representing the Philipine government."Garcia even had bogus diplomatic business cards printed up which he passed around to inform his critics of "his diplomatic immunity." However, the US State Department never heard of Antonio P. Garcia and certainly never included him on their list of accredited diplomatic personnel.
But all of these complaints too were ignored.. An investigation by tenants Julia Peters and Raul Almacen discovered that the Garcias also had an Italian-Swiss Banking Connection. The Garcias, and their Rico management company,reportedly had skimmed and siphoned millions of subsidized rent dollars, which were regularly deposited in their illegal accounts.
Their San Francisco Banking connection was in the financial district. Julia Peters was a military veteran and world war two hero, who had help raise the funding to setup the Dimasalang House. She often witnessed an employee of Garcia go to an International Bank Branch in San Francisco, where HUD's subsidized rents were deposited in Garcia's accounts.
After repeated complaints about financial non accountability and gross mismanagment to HUD, Senators Dianne Feinstein, US Representative Nancy Pelosi-all do nothings-Antonio P. Garcia changed the name of the HUD project from the "Dimasalang House, " which in tagalong means" bad luck", to "San Lorenzo, after a Roman Catholic saint.
The Garcia goon family has never responded to public and media inquiries about these multiplicy of charges.But the family often lied to HUD investigators.
Lapu Lapu and Rizal streets in San Francisco is where this controversial project is located. Few people know that "Lapu Lapu" was a 15th century Filipino tribal chieftan, who killed Ferdinand Magellan, an explorer working for the Spanish Monarchy.
Magellan was also the first mariner to circunavigate globe. In April of 1521, Magellan and his sailors clashed with Lapu Lapu and his tribal warriors. Magellan was killed; according to historical accounts, the victorious Filipino tribal cannibal warriors supped on Magellan. This episode remains a well gnawed bone of historical contention..

Caustic critics of HUD"s corruption and mismanagment note that only in San Francisco would HUD fund a subsidized housing project that was named for "bad luck". "Dimasalang" is tagalog,a Filipino dialect.
In September 1999,Terrance Hallinan/ John M. Farrell Peter Cling and Kevin Ryan' conducted an illegal kangaroo court trial of US Navy sailor Steven R Nary, whom attorney Raul Almacen had counseled regarding his legal and due process military rights.
During that time period HUD connected facilitators and San Francisco's corrupt and degenerate politicians, participated in that simulated cannibalism feast. These degenerates approved a ten million dollar subsidized housing project that was named after Juan Pifarre, a convicted homosexual predator pedophile and money launder of HUD 's poverty funds that he handled yearly.
From a cynic's perspective, in San Francisco, naming a street after an Asian and his cannibals, who ate a white man isn't so far fetched and incredible.
"What" would be incredible and outrageous but not surprising , would be if HUD and San Francisco's lunatic left politicians would name public projects after Joseph Stalin-who deliberately and systematically starved millions of kulaks, who also resorted to cannibalism. Or Mao Tse Sung, who exterminated and starved millions of people; or Pol Pot, who imitated both political psychos.
**On his Mexican ancestry heritage side, Raul Almacen was a distant relative of Henry Cisneros.
