Documented on this web page is the secret HUD/ US Department of Housing
& Urban Development creditably suspected payoffs to Peter Cling, an
at will employee of Terrance Hallinan.Cling, a slumlord was the first
corrupt employee in the sodomy of sailor Nary.
On March 29, 1996,Cling forged a US Navy Code of Federal Regulations
title 32 number 720.6 document to illegally remove US Navy sailor Steven
R. Nary from the military brig on the USS Carl Vinson, then ported in
Alameda County California, at the federal naval air station.
Cling was a hired gun in Terrance Hallinan's employ; he had no authority
to sign any document that bound the state of California to an agreement
with a federal military agency. Yet for nearly nine years, Cling, Hallinan,
Farrell, Ryan and the rest have unsuccessfully tried to conceal their
perfidious violations of a navy sailor, who was a victim of a homicidal
homosexual predator.

lists in which Peter Cling substantially benefited.

The following are among the irrefutable facts in the Peter Cling HUD
Section 8 payments case:
- Many of the principal perpetrators and sexual predators are connected
to HUD and region 9 subsidized housing, AIDS, Economic Development
and Community Development Block Grant non-accountability and corruption
in San Francisco County. These violators of sailor Nary's rights were
Terrance Hallinan, Juan Pifarre, Rosario Anaya, and members of the
Mission Housing Development Corp., another sham non-profit housing
developer.
- When Terrance Hallinan was a San Francisco County Supervisor or
Alderman, in his capacity as chairman of the County finance committee,
despite warnings from honest officials in HUD as well as vehement
protests from citizens, Hallinan illegally gave these federal funds
to
- (a) Juan Pifarre's Mission Economic Development Association and
Julienne Malveaux's Urban Economic Development Association, both are
sham non-profits. There are and were many other ineligible recipients
as well but these were not directly involved in the sodomy of the
sailor kangaroo court procedure/
(b) Both Hallinan and Kevin Shelley, his fellow committee member also
illegally gave these federal funds to their own personal aides, who
setup and operated their own sham non profits; among the worst recipients
were CUAV, the NAMBLA man-boy -woman-girl love group,
Among the unanswered questions regarding Peter Cling's eligibility
to receive at least two known big section 8 payments are:
"What qualified this operator of slum properties to receive these
payments?" " The timing of these, $3, 800 a month payments" " Who were
the official(s) who approved these questionable payments? …Were they,
as creditably suspected, also connected to Juan Pifarre, Art Agnos and
the HUD recipients he was connected to and involved with?"
In federal region nine, under Robert DeMonte, Julian Fitzhugh and Art
Agnos applicants have waited as long as twenty years on a list to receive
a section 8 housing subsidy. How long did Peter Cling, Hallinan's employee
wait? Is it a coincidence that HUD gave Mission Housing ten million
dollars to build Pifarre Plaza, named after Pifarre? Critics have renamed
it "Maricon Mall" Lowlife Predatory homosexual. Is it a coincidence
that HUD also gave Mission Housing section 8 AIDS housing funds for
the occupants? Pan Gu, a Chinese foreigner was placed on the Hallinan-Farrell
& Ryan's jury to prosecute sailor Nary:
Is it a coincidence that Pan Gu received $50,000, first time house
buyer from Mayor Willie Brown's Mayor's Housing Office? Pan Gu already
had one house, when she forged an interspousal real estate documentary
transfer.
Bonnie Hemmerling, is another of the corrupted jurors in this case.
She is employed as a controversial real estate agent for the HILL Real
Estate Company in San Francisco; did she also receive HUD benefits etc
for her real estate deals.
Did Hallinan-Farrell-Ryan Jurors, Ryan Foranda, Nakai, Also receive
HUD benefits for their housing and real estate portfolios?
Did any other the other participants in this kangaroo court proceeding
receive HUD or any other publically funded benefits? These participants
were: Court clerks: Ryan's court transcriber: Donna Sullivan Costello
Ryan and Hennessey's court bailiffs Judge Ann Bouilane was one of the
corrupted San Francisco judges in this case, both her and her lesbian
lover, Angela Bradstreet received a near million dollar Payoff and purchase
of their house by James C. Hormel. Hormel is an opponent of "Don't Ask,
Don't Tell", and the military's ban on homosexual and lesbian political
activism in the ranks.
sAll the parties to that real estate deal tried to conceal their bribe,
which coincidentally occurred when sailor Nary applied for bail in Bouilane's
court. . Bouilane and Bradstreet waited six months before they filed
the mandatory real estate documents to show that their mortgage had
been paid off. California real estate law mandates these mortgage payoff
have to be filed in 30 days.
Hormel had also applied to the Clinton Administration for the Ambassadorship
to Luxemburg. All applicants for a federal position have to file a complete
economic interest, loans, and real estate etc. statement with the Federal
Office of Ethics in Washington D. C.
Coincidentally, James C. Hormel omitted on his federal ethics and economic
sworn statement:
- The near million dollar payoff of the lesbians mortgage and purchase
of their house
- Hormel also concealed the $250,000 that he gave to the sham military
legal assistance group, the misnamed Servicemen's Legal Defense Group.
They do not provide legal assistance to non gay, non lesbian and non
nambla military servicemen and women
- Conclusion: Even a millionaire, who inherited millions of dollars,
knows where he spends his money.
Although creditably suspected, no one knows whether or not Peter Cling
and John M. Farrell were also beneficiaries of Hormel's bribes in their
sodomy of Steven R. Nary. Or that John M. Farrell received any deals
from HUD etc. Ryan did mention in the courtroom proceedings "Farrell
was making more money than he was." California state local court judges
make considerably more money than employees of district attorneys, Angela
Bradstreet was involved in the ten million dollar HUD financed Market
Heights Housing Project, also known as because it was built on a hill
that formerly was a major toxic dump.
There are unanswered questions about nuclear waste that may have been
dumped there after world war two. Nuclear waste from the atomic bomb
manufacture was dumped around the US. Two active streams also flow underneath
that Hill, but chairperson Angela Bradstreet ignored that environmental
fact.
Bradstreet approved the controversial project as the chair of the San
Francisco Permit Appeals Board; this ten million dollar project also
benefited Helen Helfer, a former HUD official, and Buck Bagot, a controversial
housing activist from New Jersey.
Tom Ghoulson was the last HUD official to be accused of section 8 subsidized
housing frauds in federal region Nine. Goulson was transferred from
region 9's San Francisco's office to the Las Vegas Housing Authority.
Jule Green was among the housing tenant activists who accused Ghoulson
of selling section 8 housing subsidizes for bribes of up to $500 each
certificate.
Julian Fitzhugh, another controversial black HUD official secretly
received a condo from management companies that do business with HUD.
Most controversial was the receipt by Julian Fitzhugh of a condo at
the Old St. Francis Hospital in San Francisco.
Fitzhugh's relationship with HUD funded managment companies is one
of the scandals that will be unearthed if the Freddie Mac and Fannie
Mae Mortgage scandals are throughly investigated by congress,
This former hospital, which had the best 360 panoramic views of San
Francisco, was turned into condos by the equally controversial John
Stewart Company-see the real estate racketeering in the Presidio 6th
Army web page.
Fitzhugh also had another condo on Hayes Street, a growing gentrified
area in San Francisco, as well as one in Richmond, California. All of
this real estate acquisition was done on a salary of approximately $75,000
a year. But Fitzhugh couldn't pay his real estate taxes, his condo assessment
fees or his garbage collection bills. That's how he got caught.
Because these perpetrators have made and continiously benefit from
False Claims against the Federal Government, or the Qui Tam laws, they
have no immunity from the statute of limitations.
