It is no secret that in Cook County Illinois that dead people vote
and have voted. Aware citizens and political cognoscente have also learned
that dead people vote in San Francisco City & County as well as other
areas of the country.
But the biggest scandal may be that some of the same dead people may
be receiving homeless assistance payments made in their name but received
by HUD's real estate racketeers such as Gordon Chin.
In the mid nineteen eighties, while Art Agnos was the mayor of San
Francisco, among the many corrupt public real estate deals that he fixed
was the acquisition of the Cambridge Hotel in San Francisco's Tenderloin
district.
This controversial deal benefited Gordon Chin, a HUD subsidized real
estate operator, who was also a political appointee to the San Francisco
Public Utilities Commission, which was supposed to manage and oversee
the HETCH HETCHY Water Delivery and Dam system. This vital natural resource
supplies water and power to Northern California and Silicon Valley.
It is also vital to the national defense and national security.
Chin, along with other political appointees on that commission neglected
their statutory responsibility; instead, Chin was too busy using his
HUD connections to acquire a real estate empire subsidized by American
taxpayers.
Over a million dollars in publically funded rehab monies were dumped
into the Cambridge Hotel; however, there was an illegal deal benefiting
Chin, if he saved money on the construction costs. Reportedly, Chin
used recycled material but estimated his costs based on 'new materials.'
They also used free teen-age Chinese laborers under the guise of "volunteers."
They even conned the public by taking photos of the 'volunteers.'
But the biggest racket may be the deal that Chin and Agnos concocted
with the US Department of Housing & Urban Development for 'Homeless
Assistance Payment' aka HAP payments.

These monthly payments are calculated supposedly on a homeless person's
ability to pay something, if they are able. Most aren't. These rent
payments
HUD's monthly checks aren't paid to the named beneficiary aka homeless
person but to the vendor, in the Cambridge Hotel's case, Gordon Chin.
Chin was directly receiving from $23,000 to $26,000 a month in HUD Homeless
Payments per month and per hotel-he also obtained two others in the
Tenderloin.
Smelling a rat, a mole applied for and surprisingly received a position
as the desk clerk at the Cambridge. In that capacity, the clerk checked
and signed in every person, who wanted to enter to visit as well as
the residents. This procedure was supposed to discourage prostitutes,
drug dealers, users and other riffraff, except the HUD real estate racketeers.
The clerk decided to blow the whistle on Chin's racketeer by obtaining
and photocopying copies of financial records and related operations
in the Rico real estate operation.
An examination of the receipt vouchers disclosed suspicious names such
as Robert Pitts, an important name of a recipient that the clerk never
saw, knew or heard of, until the clerk examined the secret voucher payments
received by Chin.

"Robert Pitts" was an important name because in the late seventies,
Pitt was appointed as the first black head of federal region nine, a
region consisting of most of the west coast states, which was and is
still headquartered in San Francisco. Region nine also includes the
9th federal circuit courts, which are entangeled in other scandals Because
of these and other mismanagment scandals, there are bills in Congress,
which propose to break up region 9's court system.
When VERITAS USA received copies of the financial documents, the editor
showed some of the names to Janice Allen, a longtime critic of HUD's
corruption in region nine. Allen also personally knew Robert Pitts.
All informed VERITAS USA that "Pitts died in the early nineteen eighties.
unless he resurrected, Chin couldn't be receiving homeless assistance
payments for a man dead over twenty years! But that appears to be the
case.
This is creditable because the same HUD real estate racketeers, who
are involved in vote fraud, are apparently using some of the same death
registry lists for other nefarious purposes.

Interestingly, no one in HUD or the San Francisco Mayor's Office has
produced a living Pitts or refuted the evidence.

Gordon Chin has done well in the HUD real estate racket; documented
on this web page is Chin's three story mini mansion at 60 Castro Street
in San Francisco's Castro District. Recently a late model Mercedes was
parked there. With all of the loot that Chin receives monthly from HUD,
he could certainly afford a Mercedes or a Hummer.
