Juan Pifarre's Real Legacy: Who Really Profits From the Affordable Bonds/Housing Graft
   

According to political intelligence sources, in 1992, after Chris Daly arrived here from the silk stocking suburb of Silver Springs Maryland, he connected with Victor Marquez, one of the most radical lavender leftists in Northern California. Marquez was also connected to Juan Pifarre, the late and unlamented poseur and financial analyst from Argentina, who also claimed to represent San Francisco’s poor, disadvantaged, and homeless.

While Daly claims to be for affordable housing and to”rage” against the Agnos-Feinstein-Brown-Burton-Pelosi political machine, his "rage" and ranting apparently stops at the doormat of his estimated $12 million dollar city / taxpayer-underwritten condo at the 1346 Stevenson/101 Valencia assessor’s tract here in San Francisco.While Americans and legal immigrants are losing their jobs, houses, apartments, health care, and quality of life, Daly rages and rants about special rights, privileges and subsidized housing/affordable condos for illegal aliens and other foo-foo agendas that cost millions of taxpayer dollars, special assessments and passthroughs to tenants in private housing. Yet Daly avoids answering any questions on these relevant issues.

Besides Chris Daly,.among the documented beneficiaries of this ‘genteel graft’ in the (un)affordable subsidized housing real estate racket were (and some still are):

  • Recipient Mary Helen Rodgers, a SF Housing Authority administrator/politician and professional ethnic, who, for 22 years, received $1 a month houses at 1866 Turk street and elsewhere.
  • Protene Malveaux, the mother of Julienane Malveaux, illegally received federal poverty funds to rehab her house at 563 Ellsworth. ‘Julienane was not only formerly a SF Hearst) columnist., but was a board member of UEDA, Urban Economic DevelopmentAssociation: her sham group yearly received non- accounted for poverty funds in excess of $200, 250,000.
  • Jim Jefferson, also a UEDA board member, and SF Fire Commissioner received a two story victorian for $59,000. Juan Pifarre’s MEDA received similar yearly HUD funds and related financial deals.
  • Al Borvice, the operator of 101 Valencia/1346 Stevenson development, received the 234 Gates house through Mission Housing Development. Borvice engaged in other double dipping of public poverty funds--he also received HUD legal fees for battered women. For other real estate developments,Borvice receives more HUD funds from the Mayor’s Office of Housing.
  • Pan Gu, a mysterious chinese, was an illegal and tampered-with juror in the State v Nary ( US Navy) case. Gu is also real estate loan officer and real estate investor,--she alreadly owns two other houses in San Francisco. Gu received an illegal ‘First Time buyers’ downpayment loan of $50,000, compliments of City Attorney Louise Renne and SF Housing Administrator Marcia Rosen. This type of loan is the very type of unpublicized city/HUD subsidized loan that Chris Daly personally benefited from because of the financial setup of the 101 valencia/1346 Stevenson affordable condo project under Al. Borvice.
  • Dennis Opatrny, is a newsfaker, who ‘covered’ the State v Nary trial for the RECORDER, a local politically correct commercial legal paper. Gratis of City Attorney Louise Renne, who apparently bought uncritical press, Opatrny received an affordable condo built on the old Poly High School grounds, formerly the stadium for the 49ers sunday football games.
  • Rafael Evaristo Parra is a controversial SF School District architect--it isn’t known whether or not he is a citizen or legally in the US. Both Parra and architect Eduardo Escobedo received condos built on SF School District Property on Ocean and Faxon streets in SF. Both Parra and Escobedo have already sold their ‘investments and pocketed the profits. But under the Federal False Claims laws,they can be sued by any citizen!

There are many more of these ‘condograft’ genteel graft deals -- compliments of these sham Affordable Housing Bonds.

Under the Federal Whistleblower Act, Daly’s condo acquisition case has been referred to the appropriate federal authorities, who have expressed interest. Daly is also a promoter of the Prop. A, the continuing ripoff and coverup of the illegal diversion of millions of dollars of Hetch Hetchy profits, compliments of Senator Dianne-Berman Feinstein-Blum, as San Francisco’s mayor also conveyed condos to such public employees as Parra and Escobedo.

The federal case Nary v Lewis et al, involving condo beneficiaries of sleazy politicians like Daly, and mediamorons such as Opatrny has just been redocketed as case no. 02-16830 in San Francisco at the federal appellate court.
