Judge Ann Bouilane (San Francisco County) heard Steven Nary's bail reduction petition. Nary had requested bail reduction from $1,000,000 to $500,000. She denied Nary's petition. At the same time, Bouilane concealed her connection to Hormel (below).

On Bouilane's docket at the time she denied Nary's bail reduction request, she had the case of Dr. Dean Freeman. Dean Freeman was a homosexual homicidal predator who skipped his bail hearings three times. Freeman was accused of sodomizing, drugging, and attempting to axe-murder his young male patient. Despite skipping bail three times, Bouilane illegally returned Dean's $75,000 bail to the bail bondsman.

James C. Hormel: After secretly paying off Judge Bouilane & (her then-lover) Angela Bradstreet’s mortgage, he failed to report it on the Federal Ethics and Economic Interests Statement that is required to be filed at the Federal Ethics Office in Washington, DC. Hormel paid more than the listed price for Bouilane's house. After buying the house off of Bouilane (the bail bond hearing judge in Nary's case) Hormel turned around and deeded the mortgage-free title to Larry Soule - whom he dumped. Soule apparently needed cash; he took the free and clear title to Bank of America as collateral for a $100,000 cash loan.

During this period, Hormel had applied for the ambassorship to Luxembourg.
